At the moment I'm not too concerned with my PR but I do understand why a person "should" be if they are depending on it for the success of their business. When I first checked in Aug my rank was a whopping 0. It has climbed to a 4 so I feel positive about that since I'm not too actively out there... yet. I'm guessing I don't get enough relevant links in. But I've always noticed that Google don't seem to count many of my links in at all. I guess I should study it more. Sometimes when I receive links from a high PR blog - the inbound link looks as though it's coming from some obscure page. I don't know why they do that but I'm guessing it's something to do with PR. I think I'm going to try doing guest posts.
